Managing Group Policy Objects

Open the GPMC from the Tools menu of Server Manager. Expand the domain in which you want to delegate the ability to create GPOs, click Group Policy Objects, and click the Delegation tab. Click Add and select the group or user that you want to give the ability to create GPOs in that domain.
